Overview
Roger Severino is a vice president at The Heritage Foundation overseeing domestic policy. Before joining Heritage, he served under Donald Trump in the first Trump administration as a federal civil-rights enforcement official for health programs. He authored the health chapter of Project 2025’s Mandate for Leadership: The Conservative Promise — the blueprint’s most consequential anti-trans section.
