Donald Trump’s second-term agenda included an unprecedented federal assault on transgender people. Within weeks of taking office in January 2025, he signed Executive Order 14168 — defining sex as binary and immutable and requiring every federal agency to eliminate “gender identity” from policy — followed by Executive Order 14201, which threatened federal funding for educational institutions that allow trans girls and women to compete in girls’ and women’s sports.
Trump appointed Kristi Noem as Secretary of the Department of Homeland Security, where she implemented the orders by barring transgender TSA officers from pat-downs, rolling back transgender care in immigration detention, and revoking the “X” gender marker at USCIS. In March 2026, Trump removed Noem — the first Cabinet secretary fired in his second term — and replaced her with Senator Markwayne Mullin. Tom Homan serves as his border enforcement czar.
Required the federal government to recognize only two sexes, defined “sex” as immutable biological classification, removed “gender identity” from federal policy, ordered agencies to rescind guidance documents, and directed enforcement of sex-based policies. The order rescinded earlier protections including the previous administration’s transgender-related executive orders and dissolved the White House Gender Policy Council.
