Status: đź”´ DOJ Civil Division unit executing the nationwide campaign to obtain transgender youth medical records through administrative subpoenas.
The Enforcement & Affirmative Litigation Branch (EALB) is a unit within the Civil Division of the U.S. Department of Justice. Under the leadership of Acting Director Lisa K. Hsiao, the EALB has been the primary unit executing the Trump administration’s campaign to subpoena transgender youth medical records from hospitals nationwide.
The unit was formed from the merger of the DOJ’s Consumer Protection Branch — historically focused on FTC penalty enforcement — and the Affirmative Civil Enforcement unit. This restructuring placed the Consumer Protection Branch’s enforcement expertise and personnel at the center of the administration’s efforts to investigate and prosecute gender-affirming care providers.
The unit has been found by multiple federal courts to have engaged in misleading conduct, including submitting sworn declarations that judges have described as “clearly misleading, if not utterly false.”
