Heritage Action is the lobbying and advocacy arm of The Heritage Foundation, founded in 2010 to expand Heritage’s influence in conservative American politics. Where Heritage produces policy — including Project 2025 and anti-trans model legislation — Heritage Action pressures lawmakers to enact it, through legislative scorecards, grassroots mobilization, and political campaigns.
It has been a vehicle for translating Heritage’s anti-trans policy work into law, complementing the think tank’s role as the architect of the anti-trans agenda.
